When you visit faq, your mouse pointer become hand when you mouseover text of the topic which is expandable and it become text-selector on that text of the topic which is not expandable. And if your pointer is hand while mouseover on text, then when you click post is expanded and pointer become text-selector BUT for the last 4th post "Why is my avatar not showing correctly?" it is hand instead of text-selector and remains hand (you've to click title)

Right now, I'd suggest it's enough to know that,
1) It *can* be changed per-site if needed
2) The default is 40
