@M.A.R. To be honest, it's kinda sad to see something from a site election make so much trouble that it apparently affects the whole network. But then again, I assume something similar happened to have the 'let's disallow nominations from people suspended in the past year' written...
@M.A.R. I mostly assumed that most of the three points raised there for disallowing nominations had happened sometime in the past, and that they were not creative creations...
So Shog or someone took the initiative and made a policy to reduce some headache due for every election in sites like Physics where gangs previously banned caused trouble
(In Phys, for example, you had knowledgeable people that created a ton of problems, so got suspended badly too, and they moved to physics overflow, for example)
But every once in a while you had someone yelling "remember, remember, the fifth of November" and some delicious drama at the early phases of every election

But let's keep discussion here focused on the question of whether or not name changes should be able to happen during elections, and keep the discussion about whether the specific name change on the specific site during the specific election is or isn't appropriate in whatever room is the chatroom for that election, or the specific site's meta.
i'd say yes. I think we can trust people who are running for moderator to not do slimey things and let the voters decide if they do. (again not speaking of the case that brought up this question.) Interference should only occur if it breaks the CoC
There's a limited amount of attention the public is going to pay to the process. If all of that is used up by a juicy drama war every election then the other candidates don't get their due attention and scrutiny
We don't need more of the constant mud and slogan slinging that real world elections too often degenerate into
Eh... I think you should do any name changes you like before you nominate, even if those changes are an explicit attempt to garner more attention/appeal to potential voters (in any way.) Doing one as the election ticks down to completion feels a little wrong. The context behind the one on SO is a bit more so considering the content of the new name (sorry I know I shouldn't allude to it but)... Anyway. I dunno... One man's humble opinion :D
