@Rob here it's more simple: the vote also doesn't go for a specific person, but rather for a party. We had personal elections for a while years ago, which were aborted after one attempt.
And if a party doesn't get enough votes, all the votes for it are just lost.

I noticed that Teresa was able to add the featured tag to her most recent announcement, and I saw it mentioned that Staff members do have that ability without a diamond.
