Here's a meta-meta question: Is meta SE appropriate for questions about "on which site is question about X appropriate", or shall I ask on a meta of the site I suppose it might be related to?

IF you could have barely got away with VTC (or NAA) on a VLQ you need to push your luck. Ideally it shouldn't go from VLQ to NAA since that means it got worse. It's slightly better for it to go from NAA to VLQ but if you could have used VTC or punch another NAA on a VLQ (and get away with it) then at least there's the consistency to hopefully get rid of it --- As neither VLQ nor NAA is likely to rise above a decent answer. BUT on IPS (and some other sites) there's some subjectivity.
The general principle of grossly categorizing. Pull out the non-applicable parts and apply the remainder - much as if it's not the IPS site you remove those sentences from what I wrote.
well... I was trying to figure out the pattern in the status-tagging / answering ... stalking is kind of mandatory to get that info without actually asking/bothering anyone (as it isn't that important)
