now when it says "exact duplicate" I assume it means "exact" and the marked question sure isn't an exact duplicate because it doesn't address #2 of the original question, and in any case isn't satisfactorily answered (see: arguing in comments of accepted answer)

@gparyani: From what I can tell, you removed the part of the question that the existing answers relate to. Which is very counter-productive and one of the reasons why posts should contain a single question to begin with. When drastically changing the content of your question, you make it less useful to future visitors. Is it possible to make webhooks for SE sites?
I use discord as my messaging app, and I have webhooks for Facebook and Twitter to bring new posts feed being posted into the group. Is the same possible with SE sites? My wish was to create a feed for questions being posted.

It's just an XML dump of the latest content, with a well-defined format
RSS readers are tools that poll these dumps in regular intervals
