@Albzi the reason some orthographies use accents is because they need to distinguish between sounds or uses, or sometimes meanings. There are certainly cases where accents do not matter for pronounciation, but umlauts speficially do indicate a significant sound change of a particular kind (but you are probably using the term approximatively - Ö in Österrech is not an umlaut, linguistically, for example)

(though the sound it represents is generally speaking similar to the same sound when it was produced by a proper umlaut; either way, clearly distinct from O)

if the accent didn't matter, it would not be used - cf Occam's razor

@Elias what sort of change the accent signals and whether it sounds the same to the speaker of a different language depends on a significant number of factor, including but not limited to the listener's language

but the German umlauts definitely sound quite different to an English speaker than their ablaut counterparts

the change in French between a and á is basically not audible, it disambiguates on a semantic level

@TimStone IIRC I also saw it on chrome stable when I enabled experimental web platform features, which suggested it might have been feature detecting something that wasn't fully ready and trying to use it. Maybe it's doing both.

It's wontfix that body.scrollTop doesn't work anymore, which is what the conditional selects for webkit-y UA strings

documentElement.scrollTop works fine in Chrome, though, so I think the conditional is just unnecessary now (and isn't in more recent versions of the jquery.scrollTo plugin)
