My experience with this is limited to the homework story on Math. There, Tim Post added a non-blocking warning while the cleanup was in process. The tag could still be added at that time, but thanks to the warning, that did not happen often. Then it was completely blocked and removed at the same time.

@Bart Hah.. Interestingly enough, it feels like the dev might be leading towards "oh, mass pay api users need to be whitelisted".... which would actually be useful, possibly a solution, and helpful for future SO visitors.

Unfortunately, it's hidden away down in a comment. Which is less helpful.
