RetroArch is very good, but I never used it to play DOS games.

Anyway, a good way to play DOS games is to run them directly on Windows 98, via virtual machine for example.

Running windows 98 VMs is tricky

IIRC virtualbox is the only one that does it semi OK, and that needs a bit of tweaking too

Tried running some old windows on virtualbox a few years ago, but gave up. Linux is better :P
