The logic behind it is that I want the OP to learn to ask better questions - but at the end of the day all I can say is "Please don't encourage these overly simplistic questions by providing answers...yet"

I think it only really bothers me when no explanation is given - like a code only answer...**especially** if its from a HIREP user... Their answers are usually correct but the questions are not really questions... its asking for a feature and then someone just gives it to them...where is the Q&A? This is simply people developing features for others - doing their work...

Nothing wrong with being a bit savage on lazy answers to simple questions, but do so in a way that clearly identifies the problem: "You're just posting google results without any guidance, without noting the pitfalls, without making any effort to differentiate your lazy answer from all the other lazy answers" etc.

Saying, "Don't answer simple questions" is pointless; anyone is free to answer anything, if the question is inappropriate, vote to close, down-vote, etc.
 
@Shog9 I would agree with those(those=lix's) comments if the user had a history of such questions. Which I don't think he does
 
@TimManishEarth Still, if you're commenting on the question, do it on the question. If a question is worth answering on SO, it's worth answering for people other than the OP - telling someone in effect, "don't answer 'cause the OP is a lazy dog" either misses the point of having persistent Q&A, or implies it should be closed as "too localized" because it can't possibly ever be useful to anyone else.

@Shog9 What's wrong is that medium-reps(medium=3k+) don't stick to the policy. I've seen link-only answers/etc--stuff that is explicitly discouraged elsewhere. Even I've done such stuff on SO initially, but that was since I thought it was the norm.

@sho - Well I understand and agree (mostly) with bill there... Perhaps it's frustration on my side from having many experiences of being in the process of helping the OP formulate a better question from an [tag:icanhaz] post and just have other users banging out code only or link only answers...
OP's get lightning quick answers and that is just begging for more of the same... This is what I'm trying to fight... I guess it gets seen as "Don't help this guy!" and that is essentially what I'm saying only with a slight variation - "Don't help this guy... yet..."... Lets fix up this post first and at the same time, help a new user understand the best way to get what you want from this site...
 
Trust me, I understand the frustration.
Imagine though... If you came across a really great answer to a lousy question, would you be commenting, "Hey guy, you shouldn't have spent your lunch hour explaining the Unix security model, 'cause this guy has crappy grammar and didn't fail in googling first"?
You'd fix the question yourself and hand out a much-deserved upvote to the answer, eh?
It's because these lazy questions attract lazy answers that the frustration builds

Scarily, both of those things are true at the moment...

Although I imagine it's tough to clean the sunglasses when you are a disembodied head, so I can understand your hesitation.

what action should I take on closed questions with pending delete votes where I think deletion would wrong? (I'm thinking questions closed as duplicates where there doesn't seem to be a good argument for deletion other than spite)

@TimManishEarth the stuff I vote to delete the question on is usually either questions that resulted in 3 pages of link only answers or questions which were bad questions with only bad answers
