@JourneymanGeek problem is that any change to the system would require other changes
it was suggested multiple time that there should be just a "network account" and that privileges should be split in two categories: network wide privileges that are granted by meeting some basic requirement on any site (example: flag spam / rude comments etc) and some knowledge-field specific ones that require local rep.
So, for example to close a question on Anime you would need Anime rep but other operations would be possible due to having enough rep on any site.
This is partially offset by the 101 rep bonus, but that is just a workaround since there are ways to lose it - for example if you bounty that rep you lose the privileges it granted.

But they need to click a button to view email and IP address, and the button click is logged.
