that's the big achilles heel of the blacklist functionality: no support for secondary conditions.
So, can't limit it to a specific type of post, or post state, or a reputation level.

An idea: if reviewers are split on an NAA/VLQ flag (some are for and some against), instead of generating a mod flag, Community downvotes the post and leaves it at that (flags are marked disputed). I think that on SO this would be the correct action most of the time, the answer is probably try {code block}.
