The situation where someone got a privilege they should not have is unlikely to be fixed with downvotes. If it's a spammer who got a misguided upvote, it's fixed by spam flags. If it's a voting ring, the solution is a moderator flag.

The one I remember begin described in that paper was about a mushroom that almost always caused an autoimmune reaction, but "when eaten a second time" - like I said, I seem to remember that it worked because the first time the body would just produce antibodies but the "reaction time" was too slow to actually be dangerous (the mushroom toxin wouldn't live that long)...
