IMO, NAAs don't really require a Blaze-type bot; since there is no urgent need to kill them, one can run whatever logic on SO weekly data in SEDE.

NAA flags don't have that much cumulative effect; one is usually enough. And there is no flag weight anymore.
Net flags (helpful - declined) still progress on expanding your daily flag cap until you have the max of 100.
