I read it twice, nothing is left out that can be posted in another answer, so if I post anything, I will end up writing a rant. So I drop the idea of writing an answer.
I think he has the potential to be a decent moderating user. He just has to participate in the proper way, instead of spectating and implying whether users are being harmful with a prolonged behaviour.

@Braiam well, that proves that a sysop requires a different skillset. I would have struggled the same way the OP did. I might have checked an other SE site though.
