FWIW, Oded has implemented cross-network rate limits for asking/answering, applicable to new users. (For a definition of "new" that differs from the one normally used on these sites)

I feel like someone here might've posted a meta request for that, but I can't recall who or where at present...

"The number of active users" could be estimated from the election page: those who have 150+ rep and visited the site during the most recent election. (Maybe double that to account for infrequent visitors). For example: Stack Overflow 155,296, Math 3,951, Worldbuilding 777, Android 718.

There was a minor scandal a while back in Massachusetts when a local lottery had positive expected value under some conditions (a rolling jackpot distributed as a second-tier win when it reached a soft cap). The investigation concluded that some stores broke lottery rules on ticket sales to informed players, but that the lottery earned money overall due to increased sales to uninformed players.

The most relevant subject is probability, not statistics... And I don't find the claim particularly enlightening: a lot of people gamble for the fun of it, not because they hope to improve their finances.

I don't get it - the expected returns on the stock market or the property market is greater than 1. Most other form of gambling gives you expected return equal or smaller than 1. So you are telling me that a lot of people gamble because they enjoy being a loser??
