The Triage/HIQ project did have some significant dev effort. And failed nonetheless.
 
Well, it did have at least one positive aspect: the amount of horrible questions on the homepage decreased. Now you have to look (not too far, I'm afraid) to find them.

For the latter (demo purpose) it could be much more easily fixed by filtering on score >= 2.

Much less sophisticated than ML, but a bot that downvotes questions based on reasonable heuristics could be useful. Starting with unformatted code.

Then look at the length of post relative to keywords such as anybody|anyone|someone, please|stuck|trouble, doesn't work, etc. Add capitalization, im|dont|cant, and lack of paragraphs.
