turns out the OP's trying to use C++ code with VB.NET (within the VB.NET environment). I'm all for helping those new to programming, but when they don't even know the programming language they're using, it's probably best for them to stop programming...

If you round them according to your scheme, the result of rounding has mean 5.

@bjb568 Simply put, the issue is that the amounts of rounding are not balanced between your brackets. Zero is not getting rounded either way, the number just stays as it was. So you have four cases of rounding down, five of rounding up, and one where there is no change. This is biased toward increasing. To balance the proves, 5 should get rounded down half of the time.

For what it's worth, I've been pushing (what seems like forever) to have the beta label removed when a site is no longer "in beta." They're warming up to the idea... but beyond that, I don't yet know how far I can push this idea that long-standing "beta" sites are essentially "finished." I envision allowing communities to do minor look-and-feel tweaks: a fixed logo, a byline under the title, maybe changing a few key graphic elements — it would be more like skinning a site than a complete redesign, but like I said, let's get that meaningless "beta" label removed first! Hmm. But then removing beta is a thing distinct from graduating, so terminology would be somehow different again. At present, the real test is private beta - if the site survives it, it's safe. Maybe remove the label already then.

The new criteria for beta survival are all about moderation. A site can have no users at all, as long as one mod logs in often enough to delete spam. No users, no flags, no violations of BN policy. So what if nobody answers anything.
