Given the dismal state of SO, I think it makes sense to have questions start at level 1—closed and invisible—then work their way up to "meh, we'll bother to give feedback to op" then "ok, this might be worth opening" then "hooray this is great feature it everywhere", or alternatively delete.

Unless our ability to educate users about how to use the site improves dramatically (and it won't—many of our users aren't the best at the whole "learning" thing), doing what you suggest will turn SO into a cabal of elitist community members that never grows.
Which, frankly, some wouldn't be opposed to, but it's not in the spirit of the site.
