Yes, they should be set to the same duration. Both make sense: one throttles the opening of the flag dialog (which is some load on the server, because it checks what to bring up), and one the flag submission (because who knows, maybe someone bypassed the dialog with JS hack). But getting one after the other doesn't.

Can I beg an opinion? I got sucked into the mess that is this question stackoverflow.com/q/28522294/1864610 a couple of days ago. It's basically the OP iteratively trying to correct a string of syntax errors and editing the question each time one is found and fixed. It's been closed and re-opened, but it falls under 'typographical error' or 'too localised', at least. Should this have been left closed, or are we expected to be a team of syntax checkers now?
