I think anyone who wants to be a moderator should have demonstrated extensive participation in SO already. That includes voting, making useful comments, editing, etc. I believe anyone who has trouble with those duties is going to struggle as a moderator. Is there a way to collect stats on these? ...

@YiJiang, if you're really worried about hitting the server too much, you could always save as html every hour or so, and stick that on the server. Once the nomination period is finished, the data shouldn't move anyway - don't want crafty nominees going and signing up to ALL the SE sites :)
