We can get a 3 years' degree and stop there or continue and get the full degree, which takes 5 years.
If you stop at the 3 years' mark, however, you cannot get the "Engineer" title.
I don't think anybody wants "Engineer, Jr." on his business card <.<

Law school is similar, four years of university and then three of law school for the JD (Juris Doctor) degree.
The big difference being that they award doctorate-level degrees.
 
However, since so few people do the whole shebang in this particular degree, the bar is quite low (21/30 if you pass exams on time, more otherwise.)
PhD is 2 extra years away after the degree's 5.
You know what I like about SO? The post text appears before your signature. Your words come first than your face. Attribution is almost an afterthought. It's quite meritocratic, come think of it.
