Let be more specific to avoid any confusion: suppose user A has 50 rep. on superuser.com and 50 rep. on unix.stackexchange.com, both chat sites are associated with common chat server that is chat.SE. Then, for creating chat room, 1) A has to achieve 100 rep. on single site OR 2) his 50 rep. on superuser.com and 50 rep. on unix.stackexchange.com is considered as total 100 rep. & eligible for creating chat-room?
@Pandya If you have 100 rep on an even number of sites, though, you cannot make the room, unless you did not receive at most 500 rep on no more than 4 sites in under a week.
