Let be more specific to avoid any confusion: suppose user A has 50 rep. on superuser.com and 50 rep. on unix.stackexchange.com, both chat sites are associated with common chat server that is chat.SE. Then, for creating chat room, 1) A has to achieve 100 rep. on single site OR 2) his 50 rep. on superuser.com and 50 rep. on unix.stackexchange.com is considered as total 100 rep. & eligible for creating chat-room?
