They used to be, in the sense that they were editable on MSE... But then we had to manually copy the changes over to the rest of the network
Which was sort of a massive PitA and usually just didn't get done

Yes. I remember I once modified one of the posts without telling anyone, in case they would contest it. I figured I would just wait until my change was copied over.

@JeremyBanks and then there was stuff that did get copied over without actually being fact-checked, meaning in some cases we had incorrect information sitting in the help on every site for years.
It was not a very good system
