@JourneymanGeek it was used as a target for shooting practices, outside of any base, it's just big metal lump. Metal Thieves stole it, it's a very known issue, as they also sometimes actually get into bases, e.g. old article about it. And it didn't really improve over the years, the thieves have nothing to lose.
