That's...probably bad.
I guess it's hard to say what should happen there, since I'm going to assume the suggested edits become valid again if the post is undeleted.
But it's indicating there's something to action on when it already knows that there can't be, and it's problematic if the suggested edits can't be approved but also block the OP from editing (or does that not happen?)
I don't know, I don't personally have a deleted post with a pending suggested edit on it.

I believe any moderator can. Burnination is just deletion of the tag.
they say they can just synonymize/rename
If moderators can't, that would just leave the developers.
