If someone posts a non-answer on a website because they suspect it is a homework question (e.g. they half-answer it with an empty heading at the bottom with the real answer and saying they'll update it in a week), should it be flagged as NAA?
Assuming the question itself is otherwise of sufficient quality to be answered and on-topic.
