@202324 If you suspect it's any substantial form of fraud, flag it so a mod would investigate. Shrug 400654 is right though that it's speculation, per definition. You could be wrong.
 
@M.A.R. I'm sorry I didn't found how to link to a flag, but see in the previous line the note on the flag. Forgot to mention the flag was treated by very moderator which answered when bounty was on. In my country we call that "juez y parte" - legal term for the general assumption that person tried or prosecuting can't judge the case.

Why is the "See vote counts" privilege awarded at 1000 reputation?
 
Hmm, that's a bit trickier. If other mods handle it you could expect there not to be a conflict of interest then.

@202324 there's really only 3 options. raise a mod flag, to be received/reviewed by mods. Make a meta post on that site's meta, which will be seen by that site's meta's community, or use the contact form. personally, i think option 2 is the most advantageous, if you can keep it from being accusatory/ranty. don't include the speculation/conclusions, let them come to their own conclusions.

@SilverDragon Generally speaking, closures are done in accordance with the policies of the community as a whole. If you believe a question was closed in error, please raise that on that site's meta.
I can't speak about the specifics about this case, because I'm not active on SU.
@202324 Individual mods are discouraged from handling flags specifically about them, for what it's worth; it's a conflict of interest.
 
@SilverDragon individual sites on the network have quite some flexibility in what they allow and what they don't. What they don't allow might not have a direct relation to question quality. Another important thing to note is it wasn't a galactic selection of ugly old judges giving a final verdict on that question, the same people that closed it can vote to reopen if they're convinced about its usefulness. Raising a question on the meta seeking to reach an understanding on both sides is the best
option here.
We're random folks from around the network and we don't necessarily have any idea what's going on in that SU question. Thus your "whether this policy speaks for admins as a whole" feels like a loaded question in at least two of its interpretations.
