@AdamLear I think it may be due to remaining of email verification. I pointed out that user about verifying email from profile and now his fellowship is being considered :)
So, one can follow and ask example question without verifying mail but his membership will not be considered without verification, right?

How to pick a different identicon? Generate it using any generator, then upload the generated identicon as profile picture. As easy as eating pie!

I think that'd be really great if they could make the time. I think one of the complaints I've heard the most is that we keep asking for things (Feature requests) and they go "ignored" for years... which doesn't mean that y'all aren't actually seeing them... just that there's not time to implement them.

Is this generic enough voting stuff that you could answer such a question, @Shog9
Sometimes it might be worth starting with a question to find out if it is a problem... something like "How often does someone who answers a question downvote the other answers to that question?" By comparing whether those competing answerer's downvotes are the only downvote the answer receives, you might be able to guess at whether it was a valid or invalid vote... for example, if someone downvotes an answer that gets five upvotes and no other downvotes, I'd wonder... but if an answer gets five downvotes and no upvotes, that's pretty clearly not tactical. — Catija 1 min ago

Someone on MSO trying to solve tactical downvoting by requiring comments. But if the occurrence of tactical downvoting is very low, then solving it seems unnecessary.

Hence, the suggestion to request data or ask for solutions rather than proposing one.
 
I mean specifically that it's more complicated because sometimes deleting all of the competing answers is exactly the right thing to do

You're missing the question. If someone has answered the question and knows the other answers are wrong... that's not tactical downvoting... but the system would have no way of knowing that. so it's not just enough to say "this is tactical because it's the only downvote"; you'd have to look for answers that were consistently getting upvotes, before and after the downvote.
Which... Is also going to eliminate a lot of cases that probably were tactical
Arguably if the system has enough signal to identify tactical voting, it's also a scenario in which the tactical voting doesn't matter

Eliminating some of the false positives (one downvote among several) would still probably be better than looking at data that doesn't exclude it... the more limiters you put on it the better the data gets... since we have no way of actually seeing the intent, you can still try to get something resembling good data?
But I see what you're saying... 5 up and 1 down is not super likely on a site like SO where so many posts get so few votes at all... you're more likely to see one or two than five.
