Is there any post documenting the decision to keep the contents of closed sites into a downloadable data dump rather than as live links to a read-only site?

@SonictheInclusiveHedgehog Some closed sites have valuable content, but many would just be polluting the Internet.

The thinking was probably like "It's not responsible to host low-quality stuff that can never be improved, when we're probably just displacing better content in results".
I remember asking the same question about the meaning of Rx (= prescription medication) on somewhere around SE, dunno if it's in the sea of comments...
I know about Rx and Tx being used as pin declarations to control a basic data exchange unit of a microprocessor, the prescription medication was new for me.
