@SonictheAnonymousHedgehog It is... but I also know that MAR is young and it's unlikely he would have been here that long ago... it's more of a logical guess that it's a lie rather than actually knowing it's a joke.
@SonictheAnonymousHedgehog That's really not how it works. There are additional penalties for those that shouldn't be conferred on someone who simply wrote a non-answer.

What would you think of this idea: provide a survey link in the comments on every off-topic question on MSE, asking why they posted it. If people fill it in, we can better analyze why this occurs and use it to provide better guidance.
What do you guys say I try it out for some questions, and if it ends up working, we all link to it? Then once we have a sizeable amount of data I can update my answer
@SonictheAnonymousHedgehog We've been tossing around an idea to poll users after they experience certain things on the sites. It would be incredible useful to work out what people think they are doing and not just guess from what they do.

@SonictheAnonymousHedgehog I like where you are going, but I wonder if we could make a pretty good guess based on referrers. Not sure what we'd do with that information, however. I know meta can be confusing, but it's hard to know how to fix it.

This question was migrated from a different site, then closed as a duplicate. Later on, it was locked for historical significance. The revision history shows it correctly, and the vote arrows and flag option is gone (as expected). However, the lock notice for historical significance doesn't show ...
One thing I observed is the users who have accounts on both the sites can vote twice on the question. This alters the actual question score. So, it is gaming the system.
@NogShine People have floated a double review process for them... users on Site A vote to migrate to Site B and sufficiently high rep users on Site be review the question and "accept" it... or mods doing the same thing, though there's nothing about migration review like this that really would require a moderator's intervention... sites are usually pretty good at judging the topicality of their own scope...
the problem is users who aren't on Site B who think "this sounds like it could fit on Site B" without even bothering to look at that site's scope.
@NogShine Depends. If the post has a negative score before migration, the votes are cancelled... if a post is getting upvotes on the originating site... it makes me wonder why it's being migrated.
@NogShine Depends on the site. I see it the most with the ELU to ELL migrations... A lot of ELU users seem to think that ELL will take just about anything in the way of questions about English... but they still do have standards for research and detail... so a good number of migrated questions are closed/rejected (there's no way to close without rejecting) that would (if fixed) be find on ELL...
@Catija I can give you an example of an upvoted question migrated to here from Hinduism meta. The reason given by mod was it does good on MSE and gets a good answer here. I was surprised by the reason and the user whose question got migrated thinks that a good upvoted FR on per site meta will be migrated here.
@Catija I usually do that with @Shadow when he's around, but I thought I'd ping Shog since he's around and Shadow's not. That said, I believe that blatant closures should be expedited (in general on all sites), as the delay may allow for an answer to be posted. Which contributes to the impression of some people that they should try their luck in getting the question answered before it gets closed.
@SonictheAnonymousHedgehog It's a duplicate of a bug in the app. The only people who're going to answer that with any expertise is Kasra or Brian. I think it's safe to leave it open while it collects close votes on its own.
The dupe is the error message on a failed edit saying "your answer could not be submitted" instead of "your edit could not be submitted"... so... yes... it's probably essentially the same. The reason for the failure is likely immaterial.

Him agreeing that it was a good idea is not the same thing as him giving permission for you to collect the data... particularly depending on what data you collect... if it records user info like email addresses, that would likely be a privacy issue.
Update: In an attempt to figure out how and why users post off-topic questions here on MSE, I've created a survey, which simply asks why the user chose to post the question here on MSE. Hopefully, the response rate on this simple form will be higher than the response rate to our comments.
