Comforting thoughts for those frustrated by the behaviour of the cursor in Chrome.
Is there any 'helpful flag' weight given to the system that allows users to unilaterally delete certain comments (like +1 comments)? E.g. can a user casting their first flag unilaterally delete a comment that only says "thanks", or does the system only trust users with a Citizen Patrol/Deputy/Marshal badge? Or, does it give a sliding scale of trust? e.g. users with a Marshal badge can unilaterally delete comments with a lower weight/threshold?

There is a "secret" list of triggers that will make it so that a single flag can delete a comment. Starting with +1 is one of them.
Your flagging history is irrelevant, it just depends on whether the flag has one of the trigger items in it.
