If 1% people found your question bad but view counts was in the 5000, then you would have 50 some downvotes. But if only 10 people viewed your question and 100% of them found it really bad, then you would only have 10 downvotes. So 50 downvotes doesn't make a question any worse than anything with only 10 downvotes.
