"modified" means "something happened and it wasn't a question asked or answer posted" - a huge number of events, some visible some not, will trigger that status.
If you have suggestions that would make that more clear, post 'em up... But it is unlikely we will ever be able to replace that status with fine-grained indicators.
I see your point, just try to see mine when I'm confused by the Community's activity. I also wonder how much the argument that "the bump should look as innocent as possible to be efficient" is valid.

If a sufficient number of people want to ignore these, there should be an option to do so
if everyone wants to ignore them, we should just stop bumping them entirely
OTOH, if they're serving an important purpose, then making them easy to ignore defeats that purpose

@durron597 true/tp cannot be used for answers because their job is to add the title of the question to the Bayesian doctype 'bad'. If you want to blacklist the poster of the answer, use trueu or tpu.
