The one thing that's still confusing me about the H&I flow is: If a question is close-worthy, in addition to sending it back to Triage, is there any reason for me not to directly cast a close-vote on it?
The flow for H&I feels a bit off at the moment, I usually use it as a queue for questions to close.

No explicit actions happen now. It's an open list of an unlimited number of nominees. When primaries roll around, then the top 30 are chosen. It's confusing to word it otherwise.
