I'm voting to close this question because it is not about solving any sort of practical programming problem in the loosest sense of the word. This is more of a "programming puzzle" than a real programming problem, and it cannot possibly attract answers that could ever help any rational programmer in the slightest. @AlexisKing Huh?
The assignment is designed to encourage some out of the box thinking.
@JasonC Forcing someone to use arbitrary control statements is not "out-of-the-box thinking".
What a rant

Q: Why many dont like SO and SE Network

rudeSO and SE are popular but their growth is halted . New users hate rudeness . Here are the reasons for the fall of SE : Rudeness towards new users . Fascist rule by moderators . No space for humour.( even though it says so in the FAQ) Whatever-you-say-the-mods-are-always-correct attitude...

how to close rant? http://meta.stackexchange.com/q/251599/201151
@AlexisKing No, the assignment forced the OP to not use if. The OP put the for/while restriction on it himself, as an incorrect conclusion.
That assignment didn't force anybody to use any control statements.
And anyways, int bla (int a, int b, int c) { int greater = (b - a) >>> 31; return greater * c + (1 - greater) * a; }
@JasonC There are lots of ways to encourage out-of-the-box thinking in a way that produces better programmers. That is not one of them.
08:28
@AlexisKing Yes it is. You just couldn't think of a solution. :P
I am frankly appalled that it would be an assignment given to a student. As a programming puzzle? Maybe. As a homework assignment? Idiotic.
A solution to the question is trivial, but useless.

I didn't say all programming puzzles make bad assignments. I just said that one does.
Why not? It encourages thinking about the problem in terms of mathematical operations instead of control flow statements. It's a great way to build up a mental tool set for algorithm design.
@JasonC it didn't "encourages thinking about the problem in terms of mathematical operations", else the question won't be asked.
@JasonC I could argue this point for a very long time, but I think there are massively better ways to encourage those sorts of things, and I think someone assigning problems like those should not be teaching introductory-level CS.
It doesn't matter anymore, anyway. The question was self-deleted.
@Unihedro The OP couldn't think of a solution and therefore the assignment didn't encourage thinking about the problem in terms of mathematical operations? Er... logic fail.
@AlexisKing Be honest. You 1) misunderstood the assignment (evidenced by the thought that it demanded use of control flow statements, 2) didn't personally like the assignment for whatever reason, and 3) couldn't think of a solution. And the easiest way to rationalize all that was to determine that the assignment was so flawed that it demanded a passionate response on your part.
So now that we have that out of the way, moving on.
There are way dumber questions and assignments on SO that I expect equal treatment from by you in the future.
08:33
@JasonC Is that logical deduction at all or your attempt to smack logic apart?
@JasonC I consider that an ad hominem attack at best and borderline offensive at worse.
I did not misunderstand the question. IMO the most obvious solution was the one the OP proposed.
@AlexisKing "Ad hominem" is more along the lines of calling an argument ad hominem and offensive.
@Unihedro No it's exactly what you just said. You said it didn't encourage blah or else the question wouldn't be asked. I rephrased what you said in an equivalent way which still made no sense. I don't understand the assertion that it didn't encourage ... or else the question wouldn't be asked. The question was asked because the OP didn't understand a solution.
@JasonC "The question was asked because the OP didn't understand a solution." I find it incredible that you're comfortably asserting a different query than what was originally asked.
Whatever.
I'm done. I'm personally disgusted by that problem, but I'm actually more frustrated with your aggressive disagreeing with my stance to the point of accusing me of misunderstanding what we're talking about despite having zero evidence to substantiate that.

So now that we have that out of the way, moving on.
08:37
@Unihedro I find it incredible that you find it incredible that I comfortably assert that people ask questions because they don't know the answers. I had the purpose of questions wrong my whole life, I guess.
@Unihedro FWIW, I agree with @JasonC on this one. Your point didn't make sense.
@AlexisKing "Forcing someone to use arbitrary control statements is not "out-of-the-box thinking". That is not zero evidence of a misunderstanding. You misread the OP's (confusing) post. Understandably.
@JasonC That's totally not what you originally said. OP had a special restriction on their problem that they were not able to solve. Without even getting a solution to begin with, how would they "ask a question" to "understand" one?
Looks like we need more CV's
@MetaWonder I really need to farm enough rep on Meta.SE to get VTC. :/
08:40
@Unihedro What are you talking about? The OP stated the assignment then asked because they couldn't think of a solution... you can go read it again if you'd like. At no point did I say anything that even remotely contradicted that.
Just one more CV left.
"The question was asked because the OP didn't understand a solution." != "they couldn't think of a solution... "
Oh, that's what I meant by that, sorry I think I worded it poorly. I see why you read it that way.
Sorry!
Bah.
Now if you excuse that having been clarified, I'm going to take a hot shower.

!se what is a telescope
A telescope is an instrument that aids in the observation of remote objects by collecting electromagnetic radiation (such as visible light). The first known practical telescopes were invented in the Netherlands at the beginning of the 17th century, using glass lenses. They found use in terrestrial applications and astronomy. Within a few decades, the reflecting telescope was invented, which used mirrors. In the 20th century many new types of telescopes were invented, including radio telescopes in the 1930s and infrared telescopes in the 1960s. The word telescope now refers to a wide range o...
