However, the downloaded data doesn't make any sense without documentation. Can there be a link to a page explaining what the figures mean?

I am "technically" just wanting to know if my paraphrase was right or if I goofed.
I'm not looking (at least not from this group) for opinions on the content, just the grammatical structuring of my paraphrase and whether or not my paraphrase was correct.

@randomblink In your rewording, I would have thought you would have attempted to replace words like enmite, pretext, etc. In it's current form, it seems as if you're just shifting around sentence structure, but not really re-wording it.
 
I am trying to distill the meanings.
Someone has made the argument that the first sentence is part of a greater context that dismisses the meaning completely. My counterargument includes the hypothesis that if you take that paragraph and break it down from it's multiple clause arrangement, then you are left with a clear understanding of the meaning of EACH clause.
