Q: Updated procedure for reporting SCRAPERs

Since day one of Stack Overflow, all content posted on Stack Exchange sites by their users (i.e. you wonderful people) has been provided to the whole universe under the CC-BY-SA license. For my fellow non-lawyers, that license basically means: Anyone can use any Stack Exchange posts at any time...

Handle issues that come up that the mods want extra eyes on, look over meta to see if there are any interesting proposals that the team should consider, look for weird stuff like traffic dropping precipitously.

They go into a spreadsheet. I look at the site and see if they're actually SCRAPERs; occasionally, we get reports from well-meaning users about sites that are using SE content appropriately. If they don't follow our terms, I try to get in touch with them to get them to play by the rules. The vast majority of the time, they don't respond. When their contact information is even valid in the first place.

For a while. We can go after hosting providers in some cases, or encourage users to file DMCA requests, but that's got a poor work-to-reward ratio.

I have gotten rid of a couple. I've noticed that they tend to collapse on their own in many cases.

Their model depends on getting a lot of ad views (at least as far as I can tell) and it's hard to beat us with our own content.

Sometimes they post e-mail addresses or other contact info on their sites. Other times, they have "contact us" forms. A lot of times, I have to do WHOIS lookups.
