I want to post a bug regarding "Rep < 100, can only post a new question every 3 mins not working" on SO, but when I try to do so on meta, I get a "Rep < 100, can only post every 20 mins not working" error. Short of my figuring out how to arbitrage this into some form of time travel, is there an alternate to meta for posting a bug?
