@Machavity Sorry, I was a bit unclear in my comment. The bullet I was referring to was the one beginning with "If you cannot delete your answer...". Thanks for consolidating that other one, though!
Also, to correct a slight misinformation: 20k+ users can vote to delete zero-scored answers from the LQP queue (in addition to the usual negatively-scored answers), but they cannot vote to delete positively-scored answers: for those, the button shows up as "Recommend Deletion" even if they have 20k+ rep.
