Among Jehovah's Witnesses, it is ... highly unusual. Plenty Witnesses refused to serve in military even when faced with the prospect of concentration camps.
I wouldn't refuse civil service, but I'm thankful I wasn't asked to even do that.

Most of the candidate badges are awarded for normal user actions not normally taken by mods, and some of them are outright ineligible to be awarded to mods. So being an early pro-tem mod will lower your candidate score.
 
Also, this was a situation that was a little different
if its immediately after graduation, people know you
 
So to match the difference, you have to make sure you're earning rep so that your rep-based score offsets the low badge-based score and gives you a similar score to other non-pro-tem candidates

Julia Silge’s analysis demonstrated that the Tumbleweed badge wasn’t serving its purpose.

Meg Risdal is our Product Manager who led us to make these changes.

Jane Willborn wrote the code.

Nick Craver made sure the Lifejacket and Lifeboat triggers don’t break the site.

Ben Voigt suggested the trigger we used first for Winter Bash hats and now for two new badges.
