Blockchain technologies are on topic at Bitcoin, so yes, such questions can be asked there.

Updated spam chart with September numbers: down across the board, with exception of AU, which set a new all-time record for spam outside of SO, with 794. (The only time any site exceeded this mark was SO in June 2015, with 904 spam posts.)
