I like the scrolling. I think it makes a lot of sense, from a UX perspective. You read from top to bottom, and then vote. We're just used to scrolling back up, but we shouldn't have to.

I definitely think it's an improvement.
 
"While I'm all for improvement, I caution against adding all the latest 'gee-whiz' animated bells and whistles just because you can" - I get really annoyed by comments like this. I'm all for constructive feedback / discussion. But when the premise of your disagreement is based on a (likely false, but definitely unverified) assumption, I think it takes away all credibility.
Besides that, I imagine SE rarely (if ever) builds features into the site just because their "neat" - who has time for that? Clearly, based on the question, the purpose of the scrolling buttons is to see if voting is improved.
