I looked this up, because I couldn't recall either; the change was made July 23rd, 2013 - given the time period, this was likely done as part of the change that added these flags to the LQ review queue. That automatic downvote made a good deal of sense for a long time, but we've made some pretty substantial changes in the year since then - in particular, most of these flags aren't handled by moderators anymore - so perhaps it's time to revisit this behavior. — Shog9 ♦ Jul 22 '14 at 2:12

I know there's no implicit dv immediately, and I've never seen it for answers. But I'm pretty sure questions closed with pending VLQ flags get n DVs when closed where n is number of VLQs.

It's unclear whether only one DV is given, or according to the number of VLQ flags. I guess it's the former.
With the CV queue on SO, it's pretty hard to test. I flagged this question on Stats as VLQ.

[feature-request]: A plain "tpu" (or tpu-, fp, etc.) acts on the last message without having to hit the reply button. "2tpu-" means to apply a tpu- to the last 2 messages.
Add a prefix ("sd 2tpu-") if accidental triggering is a thing that needs to be worried about.

I mean that you have shared web hosting, meaning you share the same physical machine with many other users, probably hundreds of users. all that separates you is the folder structure; one user might have '/home/user1', and another user might have '/home/user2'. If I were you I'd speak to your web-host and ask them to verify folder permissions, and if they won't do that, move to another webhost since simple security breeches like this should not be happening. Expansion on my previous feature-request (easier way to manage SD without the reply button): sd tpu tpu's the last messsage, sd 2tpu tpu's the last 2 messages, sd tpu fpu tpu's the last message and fpu's the second last message, and sd - tpu only tpu's the second last message (applying the - action to the last message, which should be interpreted as a no-op).
