@Frank Agree I agree, but there are many users with 20K + which answer cheerful OT questions and many 100 rep Deputies / Marshals which can not delete a NAA or close OT questions. I'm not sure if rep is the ultimative scale to be able enter review queues or to decide on deleting closing. Of course rep as an indicator how useful someone is just does it always fit for administartive tasks?

@bummi Well, a site needs both a steering mechanism (administrative things like votes and reviews) and an engine (answering). Different users are better at different things.
