Obviously there is a lot of mindless approval going on, but I think that the other big problem here is the massive amount of "too minor" edits that are sli...

 
Well, then use a custom reason: "This edit is too minor; suggested edits should be substantive improvements addressing multiple issues in the post."
 
That would defeat the whole point of removing Too Minor, now would it?

Is it true that our reviewers are supposed to be approving these minor edits now, or should we keep on educating them, but to Reject and Edit with a substantive edit instead?
 
Was there ever a "justification" post for why it was removed?
 
@Unihedron the latter. Some explanation: if it's a good edit => approve; if it's too minor => "improve edit" to build upon it or "reject and edit" to restart; if it's an incorrect edit => reject; if you're not sure => skip

If the reviewer opts to build upon the edit instead of starting over from the current revision, then it isn't too minor! ... ehm .... no.

@Bart wording may be a bit off, but I think it means that if the reviewer builds upon the edit, it must have at least something worth keeping, and no matter how minor it is, it shouldn't go lost.

Approve & Edit in these situations would give out the 2 rep, which would have our editors realize that their edits were appreciated, and they might go make more edits despite how minor they are. Which is not the right signal to give out.
My stance is that the "something" to keep may be too minor itself.
 
It's where the "too" comes into play.
