When I try posting questions from my PC, it says you are blocked and you cannot post question.
But when I post questions from my mobile application, Stack Overflow accepts them. What is the reason for this?

This kind of question is especially common in "best practices" topics. A common experience in programming is choosing one of two apparently trivially different alternatives that "seems right" and then realizing later that the chosen option causes unforeseen issues with anything from compatibility...
I honestly don't know if the two options i'm considering for a certain thing in my program have one option being superior or the other, and if there is little difference then the question is definitely opinion based
