Each site checks the time limit on its own. You cannot change name more often than once in 30 days. But if you are a new user on that site, this means you never changed the name there. So the site allows you to change the name. And if the site is OK with it, the rest of SE will accept the propagation of the name change.
 
... and since there are 120-some sites, there might as well not be a ratelimit.

The price to pay is the hassle of extra clicks, and inability to have different usernames (or more importantly, about me fields) on different sites.
 
... and after you have an account on 120 sites you can propose first name change community on Area51 ...

^ Very interesting. I saw that spam within 19 seconds of posting, it had nothing about AOL. It was still spammy, written as an ad for a company, with no question in it. Then, within the grace period it got edited into that AOL monstrosity. (Gone now)

Very limited patterns are available with LIKE. Unfortunately there is no REGEXP in the flavor of SQL that SEDE is on.

@hichris123 For example, this is a SEDE query for one format of phone number. Unfortunately, it times out running against SO database. Works on other sites, but the matches were all false positives.
