tpu made with the assumption that spammers would use the same account multiple times. They used to do that, but it seems they kind of stopped doing that.

Yes, I think at this point the blacklist of users can be safely flushed if there is any concern about performance cost.
There isn't; loading all blacklisted users still takes less than one second, even with the amount of users in it.
