"add comment" is a link, but doesn't look like it (grey, muted) for logged in users, but with the new quip the "an account" and "X reputation" show up all colored so are really obvious that they repeat

what did it do before for anon users? just pop up a little box saying "requires X rep"?

how about throwing up a box for invalid action (downvoting w/ insufficient rep, etc) so it only shows if they attempt to comment?

Community growth wanted the additional text on all the comments links because (if I remember the explanation correctly) they were fielding a lot of help requests from people not understanding why they couldn't comment.

yeah, but if you attempt to downvote w <125 rep the little pop up is just as helpful

write up a feature-request :-)

you wouldn't replace all the down arrows with " V (requires an account with 125 reputation)

I was tempted to start there, but I didn't quite get the rationale for the "feature" :P

I think they also wanted to nudge people toward creating an account, or getting more rep so they can participate more fully
